Lourdes Germán, J.D., is a public finance leader with experience in law, investment banking, and policy. She began her career as an attorney at the law firm Palmer & Dodge and later served as Vice President at Fidelity Investments, General Counsel at Breckinridge Capital Advisors and a director at the Lincoln Institute of Land Policy, where she advanced municipal fiscal health initiatives with global partners as the founding director of the Internation.

Lourdes currently leads the Public Finance Institute since its founding as Chief Executive Officer and teaches public finance at Harvard’s Graduate School of Design. She also served as a co-author of the United Nations Handbook, Finance for City Leaders. In addition, Lourdes has an extensive record of board and community service. She was appointed by the Governor of Massachusetts to chair the Massachusetts State Finance and Governance Board (a role she held for 7 years) and co-founded Boston Women in Public Finance. She also served on the boards of the Rappaport Center for Law & Policy at Boston College Law School, and served on the board of the Lincoln Institute of Land Policy, and on the board of trustees of Claremont Lincoln University. Lourdes currently serves on the Capital and Economic Development Committee for the Government Finance Officers Association of America and serves on the Bloomberg Philanthropies What Works Cities Certification Standard Committee.

Alex Grun is a graduate of Northeastern University. While at Northeastern, he worked as a Financial Control Analyst at the TJX Companies and worked on the Government Relations andCorporate Responsibility team at John Hancock. Before joining the Public Finance Initiative and the Public Finance Institute, Alex worked as the Field Director for a City Council Race in Brooklyn, NYC, building upon his careerworking on Presidential and Senate races across the United States. In his time with PFI, he has had the opportunity to support various educational programming activities and technical assistance programs, with the goal of supporting communities looking to center various equity and racial equity principles across different forms of Public Finance. Alex has also supported the development of educational reading material in the form of frameworks and blogs, while also helping in the creation of a Scorecard designed to help communities document and self-assess potential racial equity impacts of a bond issuance.

Peter Hamlin is a program associate for the Public Finance Initiative, where he performs research in various areas of public finance including racial equity, debt, federal grant and loan programs, and environmental issues. He comes from an engineering and design background, having obtained a bachelor's degree in mechanical engineering from Northeastern University and engineering experience in the U.S. and abroad. His professional work has ranged across various technical, design, and research fields. Prior to joining the PFI, Peter worked for various nonprofits including a New York farmers market and a design lab focused on sustainable international development.

Haley Mulligan is a Senior Analyst at the Public Finance Institute. In her role, she is responsible for managing and administering the data collection frameworks for all communities, jurisdictions, and entities the organization works with across all of its programs. Haley also supports impact reporting to funders and external audiences and leads key research projects with data analytics, technology, and technical component. Haley joined the non-profit sector after graduating from Springfield College, where she majored in Sociology and was awarded a Bachelor of Science degree.

Tiffany Li is the Executive and Operations Manager at the Public Finance Initiative. In her role, she leads all administative processes for the organization and supports finance and operations functions. Originally from central Ohio, she studied business at The Ohio State University where she received her bachelor's degree. After beginning her career at the headquarters of a retail corporation, Tiffany transitioned to the nonprofit sector in Boston where she worked in operations and administration roles at the ACLU. Tiffany brings a wealth of knowledge to her role, with over eight years of combined experience in administration and operations.

Kyle Wedberg, Senior Manager, Research & Consulting at the GovernmentFinance Officers Association, has a professional career that has focused ongovernment, education, and public service. He began his career as a City YearAmeriCorps volunteer in Boston, MA and later joined the staff and led new sitedevelopment and the startup of City Year Baton Rouge, New Orleans,Johannesburg, and Los Angeles. He has served as a Senior Budget Analyst in theOffice of Budget and Management for the City of Chicago; Deputy Chief FinancialOfficer of the School District of Philadelphia; Chief Administrative Officer ofthe Louisiana Recovery School District; and President and Chief ExecutiveOfficer of NOCCA-a performing and visual arts high school and agency of theState of Louisiana- where he was recognized as the outstanding national artschool leader. Kyle is past chair of the New Orleans City Planning Commissionand Volunteer Louisiana; chair of the National Art Schools Network; was anAspen/Pahara fellow, a Norman C. Francis Leadership Fellow, and a Coro Fellow.In his spare time he enjoys being with his wife and son above all else, butalso experiencing the arts, sights, sounds, food, and culture of New Orleansand any place he is fortunate enough to visit.  Kyle walks this worldhaving seen and experienced the New Orleans Saints and Chicago Cubs as WorldChampions. Kyle has a BA from St. Olaf College, an MPA from the University ofMassachusetts at Amherst, and a Ph.D. in Public Policy from the SouthernUniversity and A&M College Nelson Mandela School of Government.

Nancy Wagner-Hislip serves as Chief of Consulting at Neighborworks. She has more than 30 years of community development experience, including a longtenure at Reinvestment Fund where she most recently served as its ChiefInvestment Officer. Nancy managed a $700 million loan and investment portfolioand drove annual originations in excess of $200 million. In this role, she wasresponsible for all aspects of the lending business, including businessplanning, new business development, loan origination, asset management, lendingenterprise risk management, and capitalization.

Christopher Swope is a writer and editor specialized in local innovation and leadership. Chris has 30 years of journalism experience at NPR, Governing Magazine, and the Citiscope news service on urban innovation. Chris has led wide-ranging storytelling initiatives for Bloomberg Philanthropies, Pew, and the Public Finance Institute and serves on the board of the Neal Peirce Foundation.
