We begin with the problem you are trying to solve, the outcomes you hope to achieve, and the context in which you are working. We then bring together finance, policy, community development, and capital-market expertise to identify pathways forward and align resources around your goals. We work with you and the leaders and institutions you identify in your ecosystem to strengthen the tools, systems, relationships, and capabilities needed to move from strategy to implementation.

In our action plans, we build in time to stay alongside our partners as they put strategies into practice, helping navigate challenges, refine approaches, and build momentum toward lasting outcomes. The Public Finance Institute
The Public Finance Institute (PFI) is a nonprofit organization and the successor to the Public Finance Initiative, founded in 2020. We began providing technical assistance in 2020 anchored by what we call an integrated public finance strategy: the view that government finance, philanthropy, private development, and community development resources can be more effectively mobilized when they are understood and deployed as components of a single system, rather than in separate silos. Our technical assistance work has helped leaders adopt frameworks, practices, and new strategies that align and mobilize resources in service of their desired place-based strategy to achieve greater impact.

Our technical assistance programs traditionally have started with an open call. We have invited leaders to apply and tell us about the challenges they're trying to address, the impact they hope to achieve, and the support they need.
Preliminary Review
We traditionally engage in a structured review process that assesses whether our expertise and capacity align to the needs communicated by an applicant for technical assistance.
Interview & Selection
We traditionally have invited select applicants to an interview to better understand their goals, challenges, context and explore how we might work together. After the interview, we complete a scoring process and make selection decisions.
Intake, Onboarding & Action Plan Development
Once a leader or jurisdiction is selected for technical assistance, we work with them to develop a customized work plan outlining goals, activities, deliverables, and a timeline tailored to their needs. We then review the engagement through our compliance framework to identify activities that may require the involvement of an SEC-registered municipal financial advisor under Section 15B, as well as any specialized expertise needed to support the work. Following the engagement, we document key learnings and recommendations in an Action Plan that synthesize findings from the technical assistance process and identifies opportunities for future practice changes, aligned with the goals and priorities of the leader and jurisdiction we supported.
